Published Salary Range: $63,000 - $70,000

Job Summary/Basic Function: 

Coordinate budget preparation, administration and analysis. This position reports to the Controller/Director of Finance.

DUTIES AND RESPONSIBILITIES:

Oversee and manage administration of the University’s general, auxiliary, plant, and insurance reserve budgets. In collaboration with CFO and Controller/Director of Finance, prepare annual budget proposals. Prepare annual transfer plans. Review and approve budget adjustments created by others; draft budget adjustments as needed.  Review and approve Position Authorization/Reclassification and Payroll Authorization forms. Assist in preparation for Board of Trustees meetings and other budget presentations.

Provide training and daily support on budgeting procedures using LSSU’s budgeting software (BudgetPak) and Enterprise Resource Planning system (BANNER) for budget managers. Assist in preparation of operational budgets for departments; review expenditures to ensure conformance with budgetary provisions; and communicate with budget managers regarding any nonconformance. Compile data and prepare reports. Recommend changes to systems and procedures to ensure conformance with budgetary provisions. Supervise day-to-day budget unit database activities. Advise administration and staff regarding available options and budgetary implications.

Flexibility and willingness to accept new ideas, responsibilities and challenges and a great deal of initiative are essential. In sum, a demonstrated willingness to own issues and solve them.

Perform other duties as assigned by Controller/Director of Finance or CFO.

MINIMUM QUALIFICATIONS:

Bachelor’s degree required; preference in business, finance, or accounting.; if other academic major, then minimum five years’ experience in finance, accounting or budgeting (or combination) required.

Competence in Microsoft Word and Microsoft Excel.

Ability to work with numbers and produce a variety of reports.

Ability to work well with others and communicate effectively are required.

Accuracy

Experience with budgeting software.

DESIRED QUALIFICATIONS:

Bachelor's degree in business, finance, or accounting plus 5 years of experience.

Experience with university finance/accounting systems.

Knowledge and experience with BudgetPak and BANNER.

PHYSICAL AND MENTAL DEMANDS:

Adequate physical fitness to be able to sit and concentrate for long periods of time; use of fine motor skills to operate a computer and other related equipment; problem solving ability; ability to understand and work with numbers; ability to see, hear and speak with or without the use of aids to perform normal office tasks.
